Autoconf itself, is platform independent.  It is written in Bourne shell
and m4.

bash has been ported to NT, of course, via Cygwin.  M4 would not be a
difficult program to port.  Grab a copy from prep.ai.mit.edu in /pub/gnu
and try and compile it up.
