Alpha NT binaries for B19 + coolview?

I need to get the "make" program up on a DEC Alpha NT 4.0 SP3 box and
am having some difficulty with the heap_init problem.  I searched the
archives and found a reference to Sergey Okhapkin's page that is
supposed to solve this problem with an updated cygwinb19.dll.  The
problem is, his binary is Intel.

Can anyone point me to where I might find a fix for Alpha NT
(binaries)???
