Part of the problem might be with the "GNUWIN32" environment variable.
That's not the right name.  It is a actually a "CYGWIN32" environment
variable.  Setting it to

	set cygwin32=nobinmode

may work.

Note that the CYGWIN32 environment variable will be changed to a
CYGWIN environment variable in B20.
