bash and '&'

Sorry if this is slightly off-thread, but
can someone tell me why ^C interrupts all
bash jobs (i.e. including the backgrounded ones), instead of just the current job, as I'd
expect?  Is there a way to stop this?

I'm running b19.1 on NT4.
