pre-compiled Perl

Will there be a Perl binary distribution for Mingw32?
If not, the settings for /perl/win32/makefile.mk  in the Perl5
source distribution are not clear enough for me to get the dmake 
compile to work.
Can anyone post their working mingw32 makefile.mk or give
suggestions?
