Win98 Cygwin Beta 20.1: bug? too many parameters: bad command or file name

Dear Tech Support
	I just installed Cygwin USER tools.exe. I changed the config.sys. However,
when I want to call up my bash shell, I get the messages above. I changed my
PATH variable to reflect the location of the cygwin.bat file.
