problem with GMAKE

I am runing on NT and am getting this error when i try
gmake.

D:\ship>gmake
process_begin: CreateProcess((null), uname, ...)
failed.
gmake: *** expand_function: unable to launch process
(e=2)
.  Stop.

Any hints why I get this error.
