Yes.  There is Mumit Khan's compiler (link on the FAQ) and Cygwin v1.0
from Cygnus.  Both are gcc, though Mumit's is a bit newer.

I do not believe so.  It does not generate mmx instructions, though I
don't know if it will assemble them.
