X applications only work for Administrator

Just to update this, MS have incorporated this patch and a few other
minor fixes into a new "hotfix". This new one updates an SP6 installation
to be the same as an SP6a installation, and can be installed over the
original SP6 with or without any of the intermediate fixes.
