Is Cygwin-32/b19 & 32/b20 Year 2000 Compliant?

Dear Sir,

At SGI, we are using software Cygwin-32/b19 & 32/b20 from Cygnus.
I wonder if it is year 2000 compliant, also if you have any documentation on
that.
I would appreciate for providing information for me.
