Postgres on NT freezing

Hi Sam,

Did you try a newer snapshot?  Download the most recent
cygwin-inst-YYYYMMDD.tar.gz file, read the winsup/ChangeLog and install the new
cygwin1.dll from it.  Make sure you have a backup of the original cygwin1.dll.
