Heredocs with ash on Win95

[Glenn Spell]

Using the prebuilt cygwin1.dll from the 990502 snapshot seems to
solve the heredocument problems when using ash on Windows 95.

Does anyone have any idea what particular code changes would have
caused this change in behavior?
