small Patch for readline-4.0

This is a small patch to the readline-4.0 library that allows bash-2.03 to
properly use the .bash_history file and the .inputrc file while in text mode
processing default.  The caveat to this is that the .bashrc_history file and
the .inputrc file must be unix style files with only \n line endings.

The patch ensures that the fd's for the .bashrc_history and .inputrc are always
in binary processing mode.
