I had the same problem at cygutils. Just put the following file in each
directory:

--- .htaccess ---
<Files .htaccess>
order allow,deny
deny from all
</Files>

AddType  application/x-bzip2       bz2
AddType  application/x-compressed  tgz
AddType  application/x-gzip        gz z
AddType  application/x-tar         tar
--- end ---------

That fixed it for me.
