B20.1 gettimeofday returns incorrect tv_secs

Fixed in recent snapshots:

     1999-06-04  DJ Delorie  <dj@cygnus.com>

          * times.cc (totimeval): scale sub properly.
          (gettimeofday): don't bias by timezone.
