The site you have to look for is ftp.franken.de or www.hirmke.de -
please don't mix them up. www.franken.de is a completely different
server!
Now as for ncurses: You can get version 4.2

     - on ftp.franken.de
     - in /pub/win32/develop/gnuwin32/cygwin/porters/Hirmke_Michael/B20
     - as ncurses-4.2-cygwin-b20-bin.tar.gz
     - or ncurses-4.2-cygwin-b20-bin.zip

It should work for 1.0 and 1.1, too!
