etags problem in bash, not in cmd.exe

That indeed was a clue. After updating to the current versions,
everything works as it should, so this obviously was a bug in the
older bash version.
Thanks David for pointing me in the right direction.
And thanks to everyone working on setup.exe for making upgrading so
painless.
