why do I have to load both, sources + binaries when running setup.exe ?

In the chooser dialog, there's a column of checkboxes, one for each
package, which cause sources to be installed if they are checked.  The
column header says "Src?".  If you don't check those boxes (which is
the default), it doesn't install the sources.
