Normal Cygwin Behavior?

I'm using NTFS on Windows 2000 and ntsec on latest Cygwin.  I create a
directory "temp" and chmod to 000.  The following Java
code prints "false" on Linux and Solaris machines.

import java.io.*;
public class Test {
     public static void main(String[] arg) {
         File dir = new File("temp");
         System.out.println(dir.canRead());
     }
}

However it prints "true" under Cygwin.

Is this normal and expected behavior under Cygwin?
