Broken mirror for setup: ftp://sources.redhat.com/pub/cygwin

I think the problem is that setup doesn't gracefully handle an FTP
site that refuses the connection (i.e. is busy).  What it should do in
the future is go back to the list of mirrors and let you pick another
one, but at the moment, it doesn't.  It's already on the todo list,
too.
