Cygwin newbie need help - WinCE

I've plan to use GCC as development tools for writing Windows CE application on Windows NT platform. I've heard the possibility to use cygwin stuff but there is no comprehensive documentation or any information on how to do that thing from the scratch. Where I can get the information on how to do that or somebody help me please...:(
