binutils prerelease mark 2 available for testing (feedback needed)

I was doing a compilation of the C code in the Entropy Generator (a precursor to making GNUPg) and was told that there was no export definition file found and it was creating one.

Please give this a try and let the cygwin list know if there are problems.

This version has all of the patches that I've seen float by to correct
the problem with the previous prerelease.
