b15:chmod does not work

chmod will only add/remove the write permission for the owner of the file -
no others are 
affected even though chmod verbose reports that they were changed

i just yesterday - 07/25/2000 - downloaded the latest cygwin - 1.
installed on NT 4.00.1381
umask is 000
only user/owner is administrator - haven't figured out how to add another
user, yet
