Unable to build cygwin from cvs sources

I've downloaded the sources to cygwin using cvs and followed the
instructions on http://sourceware.cygnus.com/cygwin/cvs.html but
that causes the following error message to eventually appear.  I'm
using cygwin 1.1.2 with w95.


running /bin/sh ./configure  --host=i586-pc-cygwin --build=i586-pc-cygwin 
--with
-newlib --enable-multilib --with-target-subdir=i586-pc-cygwin 
--cache-file=../..
/config.cache --srcdir=.

configure: error: can not find install-sh or install.sh in . ./.. ./../..
configure: error: ./configure failed for cygwin
