You can try OpenSSH-1.2.2 or OpenSSH-2.1.0p3. You can find
source and binary packages on

ftp://ftp.franken.de/pub/win32/develop/gnuwin32/cygwin/porters/Vinschen_Corinna/V1.1.1

files:

	openssh-1.2.2-2.README
	openssh-1.2.2-2.diff
	openssh-1.2.2-2.tar.gz
	openssh-1.2.2-src.tar.gz

and

	openssh-2.1.0p3.README
	openssh-2.1.0p3.diff
	openssh-2.1.0p3.tar.gz
	openssh-2.1.0p3-src.tar.gz

Moreover you'll need OpenSSL if you didn't want to use
the binary package but want to compile by yourself. The
package is in the same URL:

	openssl-0.9.5.README
	openssl-0.9.5.diff
	openssl-0.9.5.tar.gz
	openssl-0.9.5-src.tar.gz
