Strange problem trying to compile tcpd

Did you search for extern declarations of sys_nerr and sys_errlist?
Some programs do a

	extern int sys_nerr;
	extern char *sys_errlist[]

which is wrong for Cygwin.

You'll have to do sth like that:

#ifdef __CYGWIN__
#  define sys_nerr _sys_nerr
#  define sys_errlist _sys_errlist
#else
   extern int sys_nerr;
   extern char *sys_errlist[]
#endif
