Licensing and Cygwin vs. Mingw

Yes, but...

* You can give cygwin programs to customers without violating license
  conditions, if you follow the license terms (i.e. give sources too).

* There may be other license conditions besides the cygwin one that
  you need to consider, such as any third-party libraries you may
  include in your program.
