Sorry.  The subject of your patch was incorrect.  It should have been

"[RFA] include regsub() in cygwin1.dll"

rather than

"[PATCH] include regsub() in cygwin1.dll"

So, we are, regrettably forced to dock you by thirty seconds.

Still, fourteen minutes and thirty seconds of fame is better than a lot
of people ever see...

But, seriously, thanks very much for tracking this down and for providing
a patch.
