cygwin-announce -> cygwin gateway is working

As you can see from the Chuck Wilson's recent announcement, I've added a
procmail rule on my system which causes messages to cygwin-announce to
be gatewayed to the cygwin mailing list.  The subject will have
[ANNOUNCEMENT] prepended to it.

This means that there is no reason to Cc the cygwin mailing list when you
make an announcement.
