You can also set an option in the registry like this:
HKCU
  Software
    Cygnus Solutions
      Cygwin
        Program Options
          c:\usr\sbin\inetd.exe
            binmode tty export

This will cause "binmode" and "tty" settings to be exported in the CYGWIN
environment variable for every program started by inetd.
