What version of cygwin you are using?
I would assume if it is newer then 1.1.4
the standard search is /usr/man -- c:/<installpath>/usr/man (e.g. c:/cygwin/usr/man)
Also have a look at the on line help:
man -h (like with the most commands)
says you should try
man -d
this gives you all paths where it looks for man pages.
