Why doesn't bash read my .bashrc file on startup?

It's still possible to not have HOME set if someone issues the bash command
without going through cygwin.bat or modifying cygwin.bat so that --login isn't
issued with the command line.

Perhaps a current FAQ and a historical FAQ needs to be created.
