VI/VIM Has Garbage Characters On Screen

When I used vi/vim characters from the shell windows appear in the vi/vim
window when a file is opened, i.e. "vi file".  Also when I type the command
clear in a bash shell it only clear a small portion of the window.  Anyone
have any ideas why this is happening?
