chmod does not work as expected

Some time ago Chris wrote to me requesting a FAQ entry:

Is this enough?  Does this answer the question completely?  If not,
could someone contribute a more thorough explanation?

I don't use ntsec myself, so I don't know what the issues or
limitations are.
