Setup, Cygwin or tar problem

Setup doesn't use cygwin, and it doesn't use the same tar.exe that
you would use.  It has a very simple version of tar within it that
it uses.

The only bug I know of is that setup can't overwrite a read-only file.
It's a minor bug if someone wants to fix it, but at least it should
complain nice and loudly when it happens.
