missing export

I've just installed cygwin but this problem comes out when i want to compile
my code.
I did reinstall the cygwin.
Can anyone help me with this problem?

$ gcc test.c -o test.exe
gcc: installation problem, cannot exec
`/usr/lib/gcc-lib/i686-pc-cygwin/2.95.2/c
pp.exe': Permission denied
