ghostscript missing dll

One of the things I'm gonna do is build ghostscript without that dll.

   i would appreciate any help
    i have just installed the latest cygwin release
    and when i try to run the ghostscript command gs it ask's me
   for a LIBICE.DLL which i don't have please advise
