Cygutils Perl module RPMs; XML::Parser, XML::DOM; Unicode

I tried XML-Parser-2.29. I still get the same testing problems with
libxml-enno-1.02.

Do others ignore these test problems and just install anyway?  Are the
cygutils modules still available?
