can't make src/tutorial

I am using the cygwin postgresql 7.1.2.
Everything seems good but I can't seem to make the tutorial. dllwrap is
complaining about undefined references.

I am a newbee to cygwin and postgress but it seems to me that this would
be easy to mess up because dlltool and dllwrap are a bit strange.
