gnutar1.12 -xzpkf does not preserve file attributes on windows bug.

Hi,
Using a Cygwin port of GNU tar 1.12 in a multi-platform environment, we
noticed that on windows (Windows NT 4.0), the option -k causes archive files
to loose their attributes, especially Read-Only one:
gnutar -xzpf file - works fine
gnutar -xzsf file - works fine
gnutar -xzf file - works fine
gnutar -xzpkf file - changes Read-Only files to Read-Write file
on Windows.
Is it a bug or an intended behavior?? If it is a bug, are there ways around
it?
