cvs/ssh and rsa based authentication

 Did you enable RSAAuthentication in your ssh *client* ?
 IIRC cygwins ssh-client has RSAAuthentication disabled by
 default (because you *need* a password for a full
 Try adding "-o RSAAuthentication" to your ssh-client
