sshd NT service problems

datapoint ...
 using experimental ssh
 using new ssl 

running sshd as a NT service owned by
system (with or without access to desktop)
crashes (fails to start) with internal
nt error (that's the message) dialog box
(cranked up via services in control panel)

however, running under userid works fine
(coming in via rsa auth)
