Setup loads gcc-2.95.2-6 over gcc 2.95.2-7 (was Re: libuser32.a left out of latest Cygwin distro?)

Sigh.  That's because I made gcc 2.95.2-7 a test release despite the fact
that I said that it wasn't.  Sorry about that.

Given the problems that people are reporting with this, I think I'll keep
the test designation on 2.95.2-7 for a while.
