getnetbyaddr problem in cygwin-1.1.8-2 and ucd-snmp-4.x

The standard (Single UNIX ® Specification, Version 2)
getnetbyaddr has this prototype:

struct netent *getnetbyaddr(uint32_t net, int type);

in Cygwin 1st arg  is signed long.
