Can't build libpcap unix sniffer package in cygwin

Hi, I am new to cygwin. I just download the setup utility, and use it =
install all upgraded packages.=20
now i download libpcap-0.5.2 and build it start with ./configure, it =
report cant find ioctl.h headfile. it the cygwin does support such =
functionality yet or i did something wrong?
i use windows me and cygwin-1.1.7
