Installer cannot find packages

Platform : NT SP6

I have downloaded the installer from you site.
I ran it and then opted to download the files to
my hard disk. I downloaded them to

c:/tmp/latest

and the setup program to

c:/tmp

                      If you want to manually select the packages,
download them to your local disk, putting them in
                      an empty temporary directory. Then, download the
setup.exe program to the same directory and
                      run it from there.

When I run the installer

I select local package directory as c:/tmp/latest

but when it comes to determine the packages it says
there are no packages to install ?

( Also tried c:/tmp ? )
