not owner?

Heres what happens when I try to initialize a cvs
repository.

> echo $CVSROOT
:pserver:anoncvs@anoncvs.cygnus.com:/cvs/src
> cvs login
(Logging in to anoncvs@anoncvs.cygnus.com)
CVS password: (I enter anoncvs)
> cvs [login aborted]: cannot send: Not owner

Is this a permissions problem? This occurs under
Windows 95 if that helps.
