Is there a 'locale' binary for CYGWIN?

Hope this isn't a dumb question, but is there a version of 'locale' for
CYGWIN?

I find that when I run 'perldoc perl', for example, I get an error message:

	$ perldoc perl >out
	locale: not found
	$ 

This has caused me problems with a tool called 'makefaq', which I ended up
patching the makefaq script to ignore the locale stuff.
