I've been doing IP whois and sending reports, and I've even had polite
promises of action from China telecom.  Korea is the worst actor now;
spam from there traces back to the Korean IP assignment agency, which
disclaims responsibility and gives broken links to what they claim is
the real whois site for Korea.  I don't really want to consult my Korean
colleagues on this.  If your ISP isn't willing to process legitimate
requests for blocks (few are, nowadays), you may have to join the
volunteer effort.
