port of DHCPD

Hi folks I made a version of a DHCPD on Windows 98 with cygwin environment but 
when I start it I have the following error:

LOG_ERR : No subnet declaration for eth0 (155.132.48.23).
LOG_ERR : Please write a subnet declaration for the network segment to
LOG_ERR : which interface eth0 is attached.
LOG_ERR : exiting.

Why? Althought I made a declaration subnet for 155.132.48.23.

My machine is cpcdos22 with 155.132.48.23 and mask 255.255.0.0.
